I would be a little surprised, just a little, if they translated Neo Poke-kun or Biomotor 2, something that required a new translation and extensive reworking of game. (n/t) from SignOfZeta.
The NGPC emulator for the 3DS is good, so I made a Ganbare, Neo Poke-kun virtual console title and it's actually the first game on my 2DS home screen and probably the one I play the most. If I knew how to autolaunch a game at boot, I would probably just turn the system into a dedicated Ganbare Neo Poke-kun machine.
